Neely's Parliamentary Practice is an historically significant vintage law book outlining government and organizational procedures or rules or order. Starting with a detailed definition of a parliamentary body, the book gives succinct guidance on parliamentary assembly, procedure, questions, precedence, committees and commissions, meetings, laws, business, rights, duties, and powers. The book also includes a section on parliamentary practice in ecclesiastical organizations.
The contents of Bishop Thomas B. Neely's small book of parliamentary rules is important enough to warrant availably in digital e-book format. But why not own a physical copy of the original 1914 edition?
The slender volume is in very good condition for an 100-year-old book. The red clothbound cover has a lovely art nouveau floral decoration on the cover. The author's name and book title are gold leafed on the cover and spine. The corners show typical wear around the edges. Several of the front pages look as if they had been paper clipped together at one point as you can see the clip imprint in the paper. Pages are clean. Binding is tight.
The book comes with a typed copy of a "Summary of Robert's Rule of Order" that I found tucked inside the volume.
The book would make a great gift for a lawyer or government official.
